District Cooling
District cooling is air conditioning supplied to buildings as chilled water from a central plant, billed by a cooling provider.
Definition
Executive Council Resolution No. (6) of 2021 defines the District Cooling Service as “The activity related to generating, distributing, selling, or billing Cooling Energy”, names the Regulatory & Supervisory Bureau (RSB) as the entity in charge of regulating it, and provides that no provider may collect charges or tariffs “unless such charges or tariffs are approved by the SCE”.
What it shows — and what it does not
District cooling is a separate account from DEWA. When buying, ask the seller or the building’s management who the cooling provider is.
Example
Illustrative example: a buyer of a tower apartment finds that cooling is billed by a district cooling provider, not DEWA, and opens an account with that provider.
