Dubai Pay

Dubai Pay (DubaiPay) is the Dubai Government’s shared payment gateway, run by Digital Dubai, through which government entities take payments by card, wallet, net banking and Apple Pay. The Dubai Land Department lists it as one of the ways to pay its service fees — alongside ePay, the Noqodi wallet and a manager’s cheque. It is a payment channel, not a document and not a step in the transfer.

Definition

Digital Dubai describes DubaiPay (read 2 October 2026) as “a Dubai Government-owned and operated payment gateway offered as a shared service to government entities and service providers”, enabling payments “through different channels such as websites, kiosks, smart phones and smart devices” and supporting “credit/debit cards, wallets, Net Banking and Apple Pay”. It is offered to government entities as a shared service; for a property transfer what matters is only whether DLD names it for the service you are paying for.

Why it matters

DLD does not list Dubai Pay on every service. Its sale and gift registration pages name it; its mortgage registration, transfer and release pages and its page for registering the sale of a mortgaged property list the same option under the English name “Sadad Dubai platform” — the Arabic pages use one name, منصة سداد دبي, throughout; its inheritance title transfer and valuation pages do not list it at all — they list ePay, credit card and cash. Check the page for your service before assuming the channel is open.

Where you will see it

In the “Payment method” line of DLD’s service pages for property sale registration, property gift registration, mortgage registration, mortgage transfer, mortgage release and registering the sale of a mortgaged property (read 30 September and 2 October 2026). The full list of DLD services and the methods each one names is on the ePay entry.

Process placement

  • Identify which fee lines on the route are DLD’s and which are the trustee centre’s or a third party’s.
  • Read the DLD service page for the route and note the payment methods it lists.
  • Confirm with the trustee centre, when booking, which of those it takes for each line.
  • Pay at the execution step and keep the confirmation.
  • File the confirmation against the fee line so it can be matched later.

What to verify

  • That the DLD service page for your route lists Dubai Pay (or “Sadad Dubai platform”) — not every service does.
  • Whether the trustee centre takes it for the line you want to pay, and whether a card or wallet limit applies to the amount.
  • Who is paying: DLD’s sale page splits its registration fee between seller and buyer, and the confirmation should sit with the party who paid.
  • That the confirmation or receipt is kept in the file.

Common failure modes

  • The channel is assumed to be open for a service whose DLD page does not list it.
  • A payment is attempted at the counter by a method the centre does not take for that line, and the appointment is rebooked.
  • Two parties each pay the same line, or neither does, because the split was not agreed before the day.
  • A confirmation is not kept, so a duplicated or failed payment cannot be traced.

FAQs

Dubai Pay is the Dubai Government’s shared payment gateway, operated by Digital Dubai, taking cards, wallets, net banking and Apple Pay. In a property transfer it is simply one of the ways the Dubai Land Department lists for paying a service fee, alongside ePay, the Noqodi wallet and a manager’s cheque. It is not a document and not a step in the transfer.

No. ePay is DLD’s own label for paying a fee electronically; Dubai Pay is the Dubai Government’s shared gateway, which DLD lists as a separate option. On DLD’s mortgage pages the same option appears in English as the “Sadad Dubai platform” — the Arabic pages use one name for it throughout — so the two English labels are one channel.

On DLD’s pages read in October 2026: property sale registration and property gift registration name it as Dubai Pay; mortgage registration, mortgage transfer, mortgage release and registering the sale of a mortgaged property list it as the Sadad Dubai platform. Inheritance title transfer and property valuation do not list it — they list ePay, credit card and cash (and, for inheritance, a manager’s cheque). The developer’s off-plan registration lists the Noqodi wallet or an escrow deduction.
