Developer
A developer is the company that builds and sells a real estate project. In Dubai, developers must be registered with the Dubai Land Department.
Definition
Law No. (8) of 2007 defines a developer as a person “licensed to engage in the purchase and sale of Real Property” for development, including master developers and sub-developers, and says no developer may operate unless recorded in DLD’s register. DLD publishes the list of licensed developers. In a resale in a freehold area, DLD’s Property Sale Registration page requires a no-objection e-certificate (e-NOC) from the developer.
What it shows — and what it does not
The developer’s involvement does not end at completion: its e-NOC is needed before a resale is registered in freehold areas. Whether a developer is approved can be checked on DLD’s list.
Example
Illustrative example: before a resale, the seller asks the developer for its e-NOC; once issued, the sale can be registered at a trustee office.
