RERA
RERA is the Real Estate Regulatory Agency, the regulatory arm of the Dubai Land Department.
Definition
Law No. (4) of 2019 Concerning the Real Estate Regulatory Agency sets RERA up as a public corporation “affiliated to the DLD”; it superseded Law No. (16) of 2007 and moved the registration of lease contracts from RERA to DLD. DLD describes RERA as the agency that “Manages the real estate licensing and training systems”. RERA also approves service charges for jointly owned property, which DLD publishes in its Service Charge Index.
What it shows — and what it does not
RERA regulates the market — licensing, brokerage, jointly owned property. It does not register property sales: transfers are registered by the Dubai Land Department.
Example
Illustrative example: a broker’s licence and the unified brokerage contracts fall under RERA’s regulation, while the sale itself is registered by DLD at a trustee office.
