Completion Conditions
Completion conditions are what must be in place before a sale can be registered and ownership passes: the documents, approvals and payments the registration needs on the day.
Definition
For a ready-property sale, DLD’s Property Sale Registration page lists the Emirates ID of the seller and buyer (or a valid passport for non-resident foreigners) and, in freehold areas, a no-objection e-certificate (e-NOC) from the developer, obtained through the Dubai REST app; the fees are paid at registration. Where the property is mortgaged, DLD’s page for registering the sale of a mortgaged property adds the bank’s liability letter and the manager’s cheques. The buyer and seller may agree further conditions between themselves.
What it shows — and what it does not
A list of completion conditions tells you what must be ready before the appointment. Each item has its own issuer — the developer for the e-NOC, the bank for a liability letter — so meeting the list depends on them, and it does not fix a completion date.
Example
Illustrative example: the appointment is booked, but the developer has not yet issued the e-NOC. Without it the sale cannot be registered, so the appointment is moved until the e-NOC arrives.
