Community Management
Community management is the running of a jointly owned building or community — its shared areas, maintenance and service charges — by a management company and an owners’ body.
Definition
Law No. (6) of 2019 on jointly owned property defines the Owners Committee as “A committee constituted from amongst Owners” and the management company as one “recognised by RERA and specialised in managing Common Facilities”. DLD lets owners apply to be candidates for an owners association and publishes the list of companies registered to manage owners associations.
What it shows — and what it does not
Community management covers the shared parts of the building and the charges for them. It does not register sales or change ownership, though unpaid service charges can hold up a sale.
Example
Illustrative example: an owner selling a unit asks the management company for the service-charge position before the transfer, because the unit cannot be disposed of while charges are unpaid.
