Blocking Letter
“Blocking letter” is market wording for a document that places or lifts a block on a property. DLD itself speaks of a property being blocked, seized or suspended.
Definition
DLD’s FAQ explains that “If the property is blocked due to service charges, the owner can contact the management company” or the Rental Disputes Center, and that blocks can also come from other authorities. DLD’s Request Detailed Property Report gives a statement that “includes information on the owner, the property, mortgage, seizure, suspension, and project details”.
What it shows — and what it does not
A block shows that something must be settled before the property can be dealt with. The release comes from whoever placed the block, not from the buyer or seller.
Example
Illustrative example: a property is blocked over unpaid service charges; the owner settles with the management company, obtains the release, and the block is lifted.
